For Iran, whose economy has suffered due to long-standing sanctions and the destruction from three months of war, reclaiming frozen foreign assets is a primary goal. For the U.S., the potential to offer financial relief gives it significant negotiating leverage.
President Trump has indicated that sanctions on Iran would be lifted “as soon as they behave,” implying that relief will not happen immediately.
