Ukrainian President Volodymyr Zelenskyy reiterated his plea for U.S.-made Patriot missile interceptors following a Russian missile and drone attack on Kyiv, which resulted in the deaths of at least 10 people and injuries to many others, according to Ukrainian officials on August 1.
“The world has Patriot missiles. Our partners need to decide politically to provide these,” Zelenskyy stated in a video message shared on X. “Anti-ballistic missiles should protect people, not remain in stockpiles,” he emphasized.
Zelenskyy’s plea surfaced as a former Ukrainian government official highlighted deeper issues in Ukraine’s civilian protection efforts than air defenses. The ongoing investigation into bomb shelter inadequacies shows problems despite extensive spending on construction and repairs.
Local reports indicate that Kyiv is auditing its shelter expenditure, echoing concerns from former government spokesperson Luliia Mendel, who criticized constant begging for missiles without adequate population protection. Ukrainians have resorted to makeshift measures like “anti-drone curtains” due to unreliable state protection.
Scandalous situations, such as inaccessible shelters, continue to be reported. Many lack nearby shelters to access during emergencies. Ukraine and Finland initiated the Civil Protection Shelter Coalition in May 2025 to fortify Ukraine’s civil defense plan through 2034. In their first meeting on Nov. 27, members pledged over 22 million euros for building and modernizing bomb shelters.
Dmytro Lubinets, Ukraine’s Human Rights Commissioner, pointed out severe deficiencies in bomb shelters nationwide, with 93% facing issues like being locked, flooded, or inaccessible to people with disabilities. Prime Minister Sergii Koretskyi commanded a nationwide inspection on July 30 following missile attacks that exposed shelter access problems.
Local reports highlight Kyiv’s substantial expenses on shelters since Russia began its full-scale invasion in 2022, allocating billions in hryvnias. Mayor Vitali Klitschko announced an audit on July 10 regarding fund usage by district administrations.
During emergencies, some resort to bathrooms or corridors offering negligible protection, while others choose basements amid the risk of collapse. There have been reports of individuals being denied shelter access due to pets and others renting rooms for secure shelter.
Mendel highlighted widespread shelter inadequacies and recurring evacuations in front-line regions as Russia expands its control. Zelenskyy previously appealed for an emergency shipment of Patriot interceptors, stressing the urgent need amid intensified Russian threats.
Addressing the worsening humanitarian conditions in Ukraine, Mendel stated that without systemic advancements in civilian defense, the situation remains grim. Zelenskyy continues seeking international support while warning of harsh conditions ahead.
During a Fox News appearance, Zelenskyy claimed Trump had agreed to permit Patriot interceptor production in Ukraine, though Trump later refuted any formal deal.
