Challenges in New York City’s Universal Child Care Expansion

Mayor Zohran Mamdani has made it a priority to expand New York City’s preschool offerings into a free universal child care system. Despite vigorous promotion through social media, electronic kiosks, and taxi advertisements, the number of applications for preschool programs has not increased. This year, about 94,400 applications were received for the 3-K and pre-K programs, roughly 400 fewer than the previous year. The year before, there were about 103,000 applicants.

The static application numbers cast doubt on the demand for child care in the city and raise questions about the outreach strategies used by the Mamdani administration to boost enrollment. The mayor has placed child care expansion at the heart of his affordability strategy.

Enrollment in the city’s preschool programs has plateaued recently, likely influenced by several factors: a decrease in birth rates, more families leaving the city, and fewer migrants settling in New York City. This year, the number of children eligible to apply for pre-K remained similar to last year, while those eligible for 3-K decreased by about 1,000, reflecting the drop in application numbers according to city data.
