Porter County Plans Extensive Storm Cleanup Effort

A meeting of Porter County government leaders took place to grasp the scope of storm cleanup following the August 11 derecho. The estimated cost for the cleanup ranges between $7 million and $10.75 million. This budget includes clearing debris from county roads and managing vegetation at compost sites that were heavily impacted by the storm.

Executive Director of Planning & Storm Water Management, Mike Jabo, shared insights during the meeting. He described the storm’s random destruction pattern and the need for comprehensive documentation to secure FEMA reimbursement. He was joined by Porter County Board of Commissioners President Ed Morales, Commissioner Jim Biggs, and other county officials. Some members were absent, including County Commissioner Barb Regnitz.

Debris removal is a priority, with county roads now clear but surrounded by fallen trees. Jabo mentioned the most significant damage occurred in areas like Jackson Township and Chesterton. The impacted area spans 158 square miles and covers 305 road miles. Cost estimates for debris handling and disposal range from $5 million to $8 million.

The possibility of using the Cumulative Bridge Fund for financing was discussed but dismissed due to concerns about repaying borrowed amounts. The county is considering hiring Del Sol Consulting, a firm with former FEMA employees, to facilitate FEMA reimbursement processes. Del Sol’s fee stands at 5% of the cleanup cost. With detailed documentation, the county aims to recover all but 6.25% of debris removal expenses.

The county plans to request bids from debris removal contractors soon. A two-week period will be allocated for bid submissions. Biggs pointed out that the cleanup will not extend to incorporated areas but only cover unincorporated county roads.

Councilwoman Michelle Harris emphasized the need for effective communication with residents regarding assistance plans. A county-wide debris pick-up organized by zones is envisioned, similar to Valparaiso’s leaf collection process.

The county has set up assistance hubs at Woodland Park in Portage, featuring 15 vetted agencies ready to assist storm-affected inhabitants. These services operate daily until Saturday with specific hours for accessibility.
