Fahey emphasizes that these crimes might have been prevented if Fairfax County had agreed to transfer Mendez into federal custody after his arrests.
Kentucky Allegations Against Rolando Cenobio Vasquez
Federal immigration officials have requested that a Kentucky jail detain Rolando Cenobio Vasquez, an illegal immigrant charged with rape, human trafficking, and sexual abuse, so he can undergo deportation proceedings. Vasquez, a Mexican citizen, was taken into custody by Louisville police on July 29.
Authorities reported that Vasquez had rented a room to a mother and her 15-year-old daughter, beginning the alleged abuse of the teenager in December 2025. He now faces charges including three counts of rape, three counts of sodomy, human trafficking, and sexual abuse. Vasquez’s criminal past includes a DUI conviction.
“ICE has lodged a detainer asking officials in Louisville, Kentucky, to not release this criminal from jail, and to hand him over to ICE custody so he can be removed from our country,” a Department of Homeland Security spokesperson said.
Reports state that Vasquez threatened the mother and child, offering the teenager money at times to keep quiet. ICE has filed a detainer with the Louisville Metro Department of Corrections, seeking custody of Vasquez for deportation.
Details on Vasquez’s Illegal Entry
According to DHS, Vasquez first entered the U.S. illegally in August 2013 via Texas. Subsequently, the U.S. Border Patrol arrested and deported him. DHS has not confirmed when he re-entered the U.S. illegally.
Louisville has agreed to a federal mandate since July 2025, ensuring that inmates are held up to 48 hours based on immigration detainers. This aligns with federal requirements, despite Louisville not being a sanctuary jurisdiction.
