FCC Approves Satellite Test for Space-Based Sunlight Reflection

The Federal Communications Commission (FCC) has greenlit a test satellite designed by Reflect Orbital, a California company, aiming to create ‘sunlight on demand’. This satellite, carrying a large reflective mirror, intends to redirect sunlight towards Earth. The FCC’s approval has sparked intense debate regarding the project’s advantages and its potential risks.

Test Satellite Objectives

Reflect Orbital’s Earendil-1 satellite will investigate the feasibility of reflecting solar rays onto targeted Earth locations. The reflected light could cover areas approximately 5 kilometers (3 miles) wide, with the satellite needing to reposition its mirror every four minutes as it orbits. The technology promises possible benefits for agriculture, emergency response, and industrial sectors through enhanced area lighting and additional solar-energy generation. Although the approval is for one demonstration satellite, Reflect Orbital plans to deploy a larger network.

Opposition and Concerns

The proposal has faced criticism, particularly from astronomers and environmental experts. Concerns include the potential for increased light pollution, interference with astronomical research, and disruption to wildlife and human circadian rhythms. Critics argue that large numbers of such satellites could hinder space sustainability by adding to the congestion of low-Earth orbit.

“This approval is deeply concerning and reflects a pattern we have seen repeatedly in the commercialization of space: act first, assess later, and let someone else deal with the consequences,” said Moriba Jah, a professor at the University of Texas.

Experts have expressed doubts about the practicality of the technology, suggesting that hundreds of satellites might be required to deliver significant, consistent illumination. This would pose additional challenges to managing space traffic and could increase collision risks.

Regulatory and Environmental Concerns

The FCC has acknowledged these concerns but maintained that they fall outside its jurisdiction, which focuses on radio-frequency spectrum authorization. This has led to criticism over the handling of public and environmental feedback.

Samantha Lawler, an associate professor of astronomy, stated that the satellite could only deliver light marginally brighter than moonlight. For tangible applications, a coordinated effort from many satellites would be necessary.

“I am extremely concerned that the FCC has approved this test satellite despite hundreds of letters of opposition,” Lawler noted. “There is no U.S. federal agency regulating optical light or the environmental impact from satellites. This creates a loophole being exploited by American satellite companies.”

Looking Forward

The initial launch of Earendil-1 will serve as a test case to evaluate if reflecting sunlight from orbit is practical. The mission is expected to offer insights into the environmental and societal impacts of increasing nighttime illumination. The outcome could influence the future deployment of such technologies.
