Dr. Mehmet Oz, Administrator of the Centers for Medicare and Medicaid Services, led a crackdown on suspected Medicaid fraud at senior care centers in New York City. Accompanied by federal health officials, FBI, and others, Oz addressed two facilities, Kent Senior Care and Evergreen Adult Day Care in Flushing, Queens, to question their billing practices.
During these visits, Oz challenged employees on the accuracy of the facilities’ billing records and taxpayer spending. Federal authorities have raised concerns about these practices, prompting Oz’s direct involvement and delivery of warning letters.
Medicaid Fraud Allegations
Oz’s visits are part of a larger crackdown by CMS, involving over 80 other visits and the delivery of warning letters citywide. The effort aims to curb Medicaid abuse identified by federal authorities. They suspect certain operators of inflating costs and billing Medicaid for more than actual attendance numbers.
At Kent Senior Care, Oz expressed suspicion over billing versus observed occupancy. Despite claims of compliance with attendance documentation, Oz noted inconsistencies with attendance records and questioned staff on the legitimacy of transportation services billed to Medicaid.
“You’re getting this letter from the U.S. Government because we don’t believe you,” Oz told the Kent Senior Care director.
Activity Funding Scrutiny
Questions were also raised about funding recreational activities, such as mahjong, under Medicaid. Oz questioned if taxpayer dollars should subsidize such non-essential activities instead of critical medical procedures.
The facility’s director defended the program, suggesting that activities like mahjong serve a therapeutic role for seniors, enhancing socialization and cognitive function.
Attendance Discrepancies
Oz noted irregularities as seniors entered Kent Senior Care without signing attendance sheets despite requirements. Such oversight sparked further questions regarding the facility’s billing practices.
The visit to Evergreen Adult Day Care revealed similar discrepancies. The facility reported inconsistent attendance numbers with Fox News Digital observing fewer attendees than claimed. Apparent contradictions in wheelchair use and related billing were noted with Oz finding discrepancies in billing versus observed practices.
Allegations of Organized Crime
Dr. Oz alleged that organized criminal networks might exploit Medicaid programs by enticing seniors with cash incentives to attend centers, only to bill for unprovided services. He suggested fraud proceeds could be funding illicit activities like money laundering.
According to Oz, billing spikes in the industry suggest financial misconduct, with expenses reaching nearly $1 billion annually. This crackdown is a step towards halting such activities, emphasizing accountability and proper use of taxpayer funds.
Broader Investigations
Investigations by state, local, and federal agencies are ongoing. Gov. Kathy Hochul acknowledged the coordinated effort to combat Medicaid fraud, emphasizing the goal to prevent abuse and ensure program integrity.
While these initial visits have highlighted billing issues in the facilities examined, broader investigations continue across New York City, focusing on collecting evidence and detailing the extent of the fraud.
