While serving as an infantry battalion and brigade operations officer in Alaska, I learned firsthand about the Arctic’s harsh conditions. Aircraft can deploy troops to remote areas, but cannot establish supply lines once combat begins. In extreme cold, inadequate preparation can be as deadly as enemy fire.
This understanding resurfaced as I reviewed satellite images from Russia’s northern areas. These reveal a significant shift: advanced air defenses are disappearing from established Arctic positions, even as Russia constructs new barracks and depots near Finland and Norway.
The Empty Positions
Moscow is scaling back in some Arctic locations. Near the Rogachevo airfield on Novaya Zemlya, a well-established missile position has largely been stripped of its air-defense systems. Similarly, in Severodvinsk, where nuclear submarines are built and repaired, numerous S-300 and S-400 systems have vanished. While some protection might remain, the reduction is clear.
Katarzyna Zysk, a professor at the Norwegian Institute for Defence Studies, notes the removals indicate a “growing mismatch” between Russia’s targets and its available defenses. This suggests Moscow does not anticipate an imminent large-scale NATO attack on its far north, allowing it to reduce Arctic defenses without unacceptably high risk.
Russia’s Air-Defense Strain
Ukraine’s long-range drones have forced Russia to protect more targets, such as airfields and refineries, stretching its defenses. Systems have appeared at critical locations including the Saratov oil refinery and within Moscow’s urban parks. Each newly protected target leaves others vulnerable, and each intercepted drone depletes Russia’s resources.
Russia now faces a challenge not of merely stopping attacks, but of prioritizing which targets to protect. Selected Arctic sites often lose out in this calculus.
Building for Tomorrow
The reduction in defenses at Rogachevo and Severodvinsk doesn’t fully explain the new construction along NATO’s expanded northern frontier. Reports show growing Russian military facilities near the Finnish and Norwegian borders.
At Pechenga, near Norway and Finland, base expansions could accommodate up to 17,000 troops, compared to roughly 7,000 now. Kandalaksha sees new barracks and depots, with further activity in Karelia. Finland’s army commander, Lt. Gen. Pasi Välimäki, warns of potential growth of Russian forces near the Finnish border from around 20,000 to 80,000.
Although current troops match current commitments, new infrastructure could influence future deployments. Moscow is ensuring that prepared bases won’t limit its options later.
NATO’s Window
NATO is already reacting to these developments. With Finland and Sweden’s accession, NATO’s posture in the north strengthens. The alliance initiated Arctic Sentry and established Forward Land Forces Finland, integrating allied operations across the High North. However, the effectiveness depends on genuine deployable capabilities.
Europe should assume responsibility for defending its territory, providing ground forces, and preparing civil infrastructures. Meanwhile, the United States should maintain unique capabilities like space-based intelligence, missile defenses, and nuclear deterrence.
The Arctic environment demands meticulous logistical preparedness. Open ports, reliable railways, and rapid fuel and interceptor replacement are crucial to deterrence before conflicts fully develop.
Russia’s current moves in the Arctic, such as repositioning missile systems and developing infrastructure, signify strategic patience rather than retreat. NATO needs to act within this window of opportunity. Enhancing Arctic readiness is crucial before potential military conflicts arise.
