Challenges and Solutions for GPS Vulnerability and Navigation Resilience

In July, Iran attempted to close the Strait of Hormuz, highlighting vulnerabilities in maritime navigation. The strait’s role as a reliable infrastructure had already diminished significantly. Ships are facing interference, with GPS and AIS systems malfunctioning. Crews now often rely on radar due to unreliable satellite navigation.

The situation underscores a broader threat to satellite infrastructure. The Global Positioning System (GPS) is crucial, timestamping transactions and synchronizing communication and transportation systems. Modern reliance on GPS reflects on both economic and military fronts. However, the system faces increased jamming and spoofing incidents, with over 430,000 cases reported in aviation alone last year.

The challenge lies in GPS’s inherent limitations. It was developed in the 1970s and now competitors like China are pursuing advanced technology. China expands next-generation navigation satellites that emit stronger signals from low Earth orbit (LEO). This move suggests an ambition to lead in navigation technology.

Addressing GPS vulnerabilities requires action from both government and the U.S. commercial sector. American companies have already innovated in LEO satellites that improve signal strength and accuracy. These solutions enhance resistance to spoofing, benefiting existing GPS-equipped devices through simple software updates.

The Space Force recognizes these advancements, opting to leverage commercial services over government-owned solutions. Legislation now pushes for defense tests without relying solely on GPS, aiming to harden systems against interference.

To progress, three actions are critical. First, Congress must allocate funds for LEO demonstration projects, aligning with defense appropriations. Second, the Department of Defense should contract directly with commercial providers for operational services similar to current satellite launch practices. Third, setting resilience standards is vital to protect infrastructure reliant on aging GPS technology.

The U.S. government’s response will determine whether America retains its long-standing edge in navigation technology or falls behind. The future of navigation hinges on embracing resilient commercial innovations.
