Russia’s Economic Forum Highlights Contrasting Approaches to the West

In recent years, Russian leaders have expressed differing views on relations with the West. This is particularly evident at President Vladimir V. Putin’s annual economic conference. Some powerful figures in Russia distance themselves from the West, while others seek to restore ties and engage with friendly Western nations.

Back during the early days of President Trump’s second term, Russian elites hoped for a shift in U.S.-Russia relations. They anticipated moving beyond the Ukraine conflict and pursuing business opportunities. However, more than a year later, progress remains minimal. A symbolic hockey match in Moscow between Russian and American players, set for July 1, is one of the few agreements reached. This announcement was made at Putin’s economic conference in St. Petersburg.

Since the 2022 invasion of Ukraine, Russia has used the forum to demonstrate resilience against Western sanctions. The country has focused on internal resources and strengthened ties with the Middle East and Asia. Despite sanctions, Moscow still welcomes certain Americans, though efforts to renew business ties with the U.S. have seen little success.

The situation reflects Russia’s internal divide. On one side are security forces that remain wary of the West. On the other are technocratic elites who favor improving relations with Washington.

This year’s forum included a session on Russian-American cultural relations, featuring the first U.S. official to attend since 2018. Rodney Mims Cook Jr., who chairs the Commission of Fine Arts, attended the session. He is involved in White House projects like a ballroom expansion and a proposed triumphal arch in Washington.
