Investigation of St. Paul Mayor Following Harassment Allegations

The Mayor of St. Paul, Minnesota, Kaohly Her, is facing an investigation due to harassment claims from Police Chief Axel Henry. The chief has filed a complaint alleging Her made sexually inappropriate comments and engaged in harassment, including lewd remarks in text messages.

Henry, appointed as St. Paul’s chief law enforcement officer in 2022, asserts that Her referred to herself as a “MILF” and made suggestive comments about his genitalia. Her’s comments and actions are detailed in a 73-page lawsuit. Among the allegations, Her reportedly placed her hand on Henry’s thigh during a budget meeting.

Her allegedly expressed concerns about her marriage, suggesting that she needed to maintain a close relationship with the chief for professional collaboration. Local reports mention Her frequented the police department gym during Henry’s workouts, referring to him and colleagues as “beefy” while simulating an orgasm nearby.

Further accusations include Her jokingly misinterpreting a police award ribbon Henry wore, indicating a desire to obtain the title for herself. The lawsuit recounts an incident where Her, during a meeting at a cigar lounge, allegedly threatened to falsely accuse Henry of inappropriate contact if her demands were not met.

During a personal vacation outing to a golf simulator, Her showed up unannounced, claiming she felt compelled to join the chief and his colleague after not being invited. She remained for 20 minutes before departing.

After Henry lodged a formal complaint, he claims Her retaliated by excluding him from key decisions and withholding important records. An independent investigation reportedly found no proof of harassment or retaliation. Her’s office asserts the mayor continues to lead, adhering to the investigation’s recommendations.

Recently, Her transferred her security and driver services from the police department to the Ramsey County Sheriff’s Office. Her’s office has not provided further comments on the litigation.
