Illinois GOP Chairman Bob Grogan has urged a Democratic official in Waukegan to step down following accusations of voter fraud. Prosecutors allege that the official submitted her deceased mother’s vote-by-mail ballot. The incident highlights ongoing concerns about mail-in voting and voter-roll accuracy, despite the ballot being intercepted before counting.
Alderman Sylvia Sims Bolton of Waukegan turned herself in on Wednesday. She faces charges, including a Class 4 felony, after allegedly submitting a ballot for her deceased mother during a March primary. The Lake County State’s Attorney’s Office noted the ballot for Mary Sims, Bolton’s late mother, was issued in February. Days later, her voter registration was canceled upon receipt of her death notification through the state’s voting system.
The ballot, deposited at an official drop box, triggered a security protocol. This flagged the canceled voter registration, prompting an investigation by county sheriffs. Such measures led to the charges against Bolton.
A conservative election integrity advocate commented on the vulnerabilities of mail-in ballots. He emphasized the importance of secure processes and maintained voter rolls. He argued that proactive maintenance prevented the vote from being counted as fraud.
The Lake County State’s Attorney’s Office mentioned that all ballot envelopes undergo scrutiny via automated systems. These systems detect irregularities requiring further investigation, such as issues related to barcode readability and voter registration cancellations.
The investigation into Bolton, representing Waukegan’s Ward 1, commenced in March. She faces a felony charge of Mutilation of Election Material for allegedly falsifying election documents. A Class A misdemeanor for Disregarding Election Code is also included in the charges. Conviction on the felony charge could result in one to three years of imprisonment or probation.
Law enforcement stated there is no evidence linking these allegations to Bolton’s official city duties. A vote-by-mail ballot drop box, involved in investigations, played a crucial role in discovering the alleged fraudulent activity.
Authorities remain unaware of previous cases of vote-by-mail fraud involving deceased individuals. The State’s Attorney highlighted the role of a well-funded, technologically advanced Clerk’s office in uncovering this crime. Following national best practices, officials emphasized the consequences for those attempting to defraud the voting system.
