These records reveal Fang had intimate relations with Swalwell while supporting him as a volunteer, according to the White House Government Transparency Task Force.

U.S. intelligence officials describe China’s espionage methods as sophisticated and diverse, spanning from balloons to malware. Fang’s case underscores the continued use of sex, money, and power in spy operations. Although no classified information was extracted from Swalwell, the U.S. intelligence community recognizes a concerning trend of grassroots influence attempts by Beijing for future benefits.

Swalwell’s Involvement with Fang

Fang arrived as a student in the Bay Area in 2011 and engaged with local politics through Asian American civic organizations, similar to those supporting promising figures like then-councilman Swalwell. Before being linked to the counterintelligence mission ‘Freshman Fifteen,’ she was identified by the FBI under the code name ‘Rusty Thumbs.’ Authorities suspected she was connected to China’s State Security Ministry and considered utilizing her as a double agent until she violated election laws through illegal donations.

Swalwell, elected to Congress in 2013, was cleared by the FBI and later by the House Ethics Committee. He severed ties with Fang after the FBI informed him of her activities. Despite this, the case surfaced in 2020 and impacted his career, leading to his resignation from Congress in April amid unproven sexual misconduct allegations.

China’s Strategic Influence in U.S. Politics

Beijing targets early-career politicians like Swalwell to establish influential ties within U.S. politics. China’s intelligence operations often cast a broad net to find potential allies across party lines. Experts note that Western governments, with their divided powers, are susceptible to China’s grassroots influence tactics, which remain unofficial and secretive.

Investigations like Newsweek’s linked over $1 million in U.S. campaign donations to groups associated with China’s United Front efforts, though without finding illegal activities.

On the East Coast, former New York Governor Kathy Hochul’s chief of staff, Linda Sun, faces charges of unregistered foreign agency due to alleged acts in China’s favor. Sun denies these accusations, including allegations of forging Hochul’s signature.

In 2022, MI5 warned British lawmakers about Christine Lee’s involvement with the Chinese Communist Party in funding political hopefuls. In 2024, bans were issued against businessman Yang Tengbo, who sought to foster connections between Chinese officials and British figures.

Warnings and Concerns

This gray zone allows China’s leaders to create internal discord in democracies or conduct operations within Western systems where legal evidence is difficult to obtain.

Despite objections from Swalwell’s legal team about the release of Fang’s records, for fear of political weaponization, they emphasize a crucial point: China plays a strategic long-term game and adeptly navigates American structures.
