In Suzanne Collins’ The Hunger Games series, each district in the fictional nation of Panem must send one boy and one girl to compete in a deadly game. The selection process is random and equal, regardless of the district’s population size. This story parallels a recent event in the United States, where California Governor Gavin Newsom and the Democratic Party referenced the novel when responding to President Donald Trump’s announcement of the Patriot Games.

From August 9 to 11, SPIRE Academy in Geneva, Ohio, hosted over 100 teenage athletes from across the U.S. Each state, territory, and tribal nation sent one boy and one girl to compete. The athletes participated in challenges inspired by football, basketball, soccer, and more. On August 13, a male and female champion were crowned, each awarded $125,000.

Geography and Gender in the Patriot Games

The competition, though a national celebration, sparked debates over affirmative action by geography and sex. Critics like Newsom pointed to the irony in the administration’s preferences. While the program involves geographic and gender quotas, it contrasts with the administration’s stated opposition to certain affirmative action policies.

“May the odds be ever in your favor,” Newsom quipped, referencing the series’ famous line.

Former American Gladiators competitor Dean Cain, a promoter of the event, remarked that the competition involved willing participants and no one’s life was at risk. The event also revived elements of the Presidential Fitness Test and upheld gender-based athletic benchmarks. Trump’s 2025 order, reserving female categories for biological women, aligned with this approach.

Affirmative Action and Quotas

The selection process required a representative from every state and territory, ensuring one boy and one girl participated. This stipulation created a structured field but was not based purely on merit. Organizers chose candidates based on predefined criteria involving sex and geography.

The National Federation of State High School Associations recorded over 852,000 participants in California and 22,000 in Wyoming. Both states sent one male and one female contestant, highlighting a deliberate disparity.

Organizers designed the Patriot Games to showcase a shared American festivity. However, the administration opposes identifying groups for distinct purposes. Geographic preference has a place in affirmative action, as affirmed by historic cases like Regents of the University of California v. Bakke in 1978. Geographic diversity found a role again after race-conscious admissions restrictions in Texas during the 1990s.

A National Celebration Amid Controversy

Establishing quotas for states does not equate to unlawful practice. The Patriot Games emphasize transparency, a point in contrast with more hidden applications of geography by previous administrations.

Unlike military recruitment, which selects based on capability without equal state representation, the Patriot Games favor gender representation. The military, under Defense Secretary Pete Hegseth, seeks common standards for men and women, but the Patriot Games celebrate dual champions for each sex.

These sporting categories reflect biological differences, protecting opportunities for female athletes. Yet, they reflect group-conscious design rather than merely individual merit.

The discussion of quotas and affirmative action in Ohio underscores a critical point: merit is not the sole measure. It must align with the goals of the institution or event.

The Patriot Games prioritize geographic and gender representation, which the organizers term hometown pride. While elsewhere, the administration criticizes similar group-focused selections as contrary to individual merit.

The broader question is not the fairness of quotas but the differing narratives that shape their perception. Why is one form of group selection heralded as a celebration while another faces criticism as social engineering?
