Ukraine’s Parliament has accepted the resignation of Prime Minister Yulia Svyrydenko, prompted by President Volodymyr Zelenskyy’s initiative to overhaul the country’s leadership. This development is surprising to many, as the outgoing cabinet has been credited with Ukraine’s success in countering Russia’s ongoing invasion.
Zelenskyy explained that the reshuffle is intended to prepare Ukraine for a challenging winter and to strengthen relations with foreign partners. However, officials and lawmakers believe the changes also reflect internal political calculations.
“Ukraine is changing its political strategy,” Zelenskyy stated. “Each priority area of foreign policy will be assigned to an experienced individual capable of executing decisions made at the leadership level and meeting the expectations of the Ukrainian people.”
The President highlighted the need for specific, capable leaders to manage domestic priorities, particularly winter preparations. Last winter, Ukraine experienced severe challenges as Russian offensives targeted the energy infrastructure, causing prolonged power and heating outages. Officials have warned of insufficient measures to prevent a similar scenario this year.
Oleg Dunda, a Ukrainian parliament member, commented that the previous cabinet failed to prepare adequately for winter, necessitating a change. “The question was whether to strengthen this area in time or let this cabinet take full responsibility,” Dunda noted.
Serhiy Koretskyi, CEO of Ukraine’s state energy firm Naftogaz, is a likely candidate to succeed Svyrydenko as prime minister. His experience is seen as beneficial for improving the energy sector’s resilience.
Yuriy Sak, an adviser to Ukraine’s Ministry of Strategic Industries, remarked, “He is a technocrat. The need to enhance energy efficiency is urgent as winter approaches.”
Svyrydenko is expected to become Ukraine’s Ambassador to the United States, leveraging strong connections with members of the Trump administration. This shift follows the resignation of Olha Stefanishyna, the current ambassador in Washington.
While some personnel changes align with government objectives, others have puzzled officials. Rumors suggest Zelenskyy may replace Defense Minister Mikhailo Fedorov with Internal Affairs Minister Ihor Klymenko, sparking controversy.
Fedorov, a tech entrepreneur with significant contributions to Ukraine’s digital transformations, is recognized for recent battlefield achievements. There is speculation that Fedorov’s rising popularity makes him a perceived political rival to Zelenskyy, causing friction with Ukraine’s top military leaders.
The Defense Ministry has declined to comment further on this issue. As of Wednesday, Zelenskyy had not announced further decisions in his government reshuffle, but had discussions with various key figures, including Koretskyi, acting Prime Minister Denys Shmyhal, Internal Affairs Minister Klymenko, and Fedorov.
“The transformation of processes within Ukraine’s Defense Forces, sustaining motivation among warriors, and ensuring combat brigades are adequately staffed continues,” Zelenskyy stated after a meeting with Fedorov. “Leadership in the defense sector must deliver results.”
