Federal prosecutors have released a surveillance video allegedly capturing an arson attack at a government building in New York City. This building houses offices for the FBI, ICE, and other agencies.
The suspect, Andrew Arrabaca, a 43-year-old from Poughkeepsie, New York, is shown in the video. Authorities accuse him of launching fireworks at 26 Federal Plaza in Manhattan, pouring gasoline on the steps, and igniting a fire.

The video depicts a man in camouflage pants and a helmet pulling a cart with an anti-ICE banner. He places fireworks on the ground and fires them toward onlookers. He returns later with a BB or pellet gun before setting the steps ablaze with gasoline.
At least one person suffered a gash to the head due to explosive debris. Two others sustained minor injuries.
The Arrest
Arrabaca, a U.S. Army veteran, was detained at the scene. Prosecutors report he was armed with a range of weapons, including axes and knives, and incendiary devices. Authorities initially referred to an Airsoft rifle but later confirmed it was a BB or pellet gun.
Additionally, police found six more fireworks and anti-ICE literature. His vehicle was seized as part of the investigation.
Background and Motives
Arrabaca, who served in the U.S. Army from 2001 to 2005, allegedly expressed anti-government beliefs. FBI New York Field Office Director James Barnacle stated the suspect came with harmful intentions, citing Arrabaca’s own words and the items found with him.
Arrabaca’s motives, as described in a criminal complaint, relate to beliefs that government authorities are unlawfully harming people. He targeted a staircase he knew to be a busy entrance.
The Federal Building in Manhattan is a highly secure location but has long been a target for extremist acts.
