Philippines Criticizes China During Seoul Defense Dialogue

Philippines Defense Secretary Gilberto C. Teodoro openly criticized China at the Seoul Defense Dialogue in South Korea. During his speech, Teodoro received a note about China’s position on the South China Sea, sparking discussion.

Unexpected Interruption During Speech

As Teodoro spoke, a man placed a piece of paper beside him. Teodoro announced, “I have a note here, I think this is from China,” and asked the crowd for permission to read it aloud.

“China’s position on the South China Sea arbitration is clear, consistent and firm. They have no position. The arbitration violates fundamental principles of international law,” the note read.

The note likely referred to a 2016 legal case initiated by the Philippines against China under the United Nations Convention on the Law of the Sea (UNCLOS). The case determined China’s unlawful land reclamation in the Philippines’ waters. China has consistently rejected this ruling and accused the Philippines of infringing on its sovereignty.

Growing Tensions in the South China Sea

Long-standing disputes have led to tense encounters between the countries’ naval forces. Recently, Philippine Coast Guard ships were surrounded by Chinese vessels in a standoff, escalating tensions.

Teodoro’s Reaction to Chinese Conduct

Teodoro questioned China’s behavior at the forum. He asked, “How can you deal with a country in an international forum respecting the organizers?” He criticized China’s actions as disrespectful not only to international law under UNCLOS but also to Korea, the event host.

“Basic decency and behavior is what China needs. This is coercion, bullying and aggression. I will keep this paper as a memento of China’s ineffective position,” Teodoro stated.

He reaffirmed the challenges faced by the Philippines due to China’s attempts to illegally claim Philippine territories, especially within the exclusive economic zone.

Teodoro emphasized the interconnected nature of the world, opposing any state’s appropriation of international commons for exclusive use, in violation of international norms.

The Philippines has adopted innovative defense strategies and alliances in response to these challenges.
