Iran Strengthens Ties with China and Russia Amid U.S. Sanctions

Tehran is strengthening its financial and military connections with Beijing and Moscow, offering a crucial lifeline as it seeks to evade U.S. sanctions. This comes as the U.S. intensifies its ‘maximum pressure’ campaign against Iran, regional security analysts cautioned.

As the United States continues its Operation Economic Fury, Iran is looking to alliances with Russia and China to bolster its position. This move places Iran as a key player in a network that challenges American influence.

The warning came as former President Donald Trump declared a new economic offensive against Iran. He announced sweeping consequences for nations and businesses supporting Iran economically, further isolating Tehran. ‘This will be Economic Warfare and Isolation on an unprecedented scale,’ Trump said on Truth Social.

Iranian Parliament Speaker Mohammad Bagher Ghalibaf, Chief Justice Gholam-Hossein Mohseni-Eje’i, President Masoud Pezeshkian, and IRGC Commander General Mohsen Rezaee attended a ceremony in Tehran on July 3, 2026.

Senior Director of the Iran Program at the Foundation for Defense of Democracies, Behnam Ben Taleblu, noted the Islamic Republic’s need to adapt to U.S. political and economic pressures. ‘It’s focusing on maximizing ties with Russia and China, who also face U.S. pressure.’

BRICS—a bloc including Brazil, Russia, India, China, South Africa, and other nations, along with the Shanghai Cooperation Organization (SCO), provides a platform for Iran’s outreach.

Trump labeled BRICS policies as anti-American, according to CNBC.

Iran, along with allies North Korea, Russia, and China, is utilizing cyber crimes in financial opposition to the U.S. Abdolnasser Hemmati, governor of Iran’s Central Bank, stated that Iran plans to join the BRICS-backed New Development Bank. However, Reuters noted the bank has not confirmed this membership.

‘The key benefit of BRICS collaboration is the New Development Bank, and Iran will soon join,’ Hemmati stated according to state media.

Taleblu explains Iran’s strategy within various organizations is to gain protection from U.S. pressure, enhancing its economic ties with Russia and China.

Taleblu stressed the importance of U.S. policymakers recognizing the growing interconnectedness of state threats.

NBC News reported Russia supplying Iran with arms, via Caspian Sea routes, amid Iran’s reliance on Russian tech and military aid to endure U.S. tensions.

Highlighting Iran’s dual role, Taleblu refers to it as part of the ‘Axis of Aggressors’ alongside Russia, China, and North Korea, and a member of the ‘Axis of Resistance,’ which includes Hamas and Hezbollah. These groups oppose U.S. influence.

Even if Iran’s economic aspirations with BRICS fall short, its support from Moscow and Beijing remains crucial. Taleblu noted, ‘Even without full BRICS integration, political, economic, and military support continues.’

He described Iran as a ‘linchpin’ linking state and non-state threats against the U.S., channeling resources to regional groups.
