The report criticizes both the United States and North Korea regarding nuclear oversight. Specifically, it cites a ‘dramatic deterioration’ in the safety environment in the U.S.

Experts attribute this decline largely to a reduction in the independence of the Nuclear Regulatory Commission. This change reportedly occurred during the Trump administration, affecting the commission’s ability to effectively oversee nuclear safety.
