The Department of Homeland Security (DHS) recently issued a controversial statement against Democrat Janelle Stelson, who is gaining ground against GOP Representative Scott Perry in a traditionally conservative Pennsylvania district centered around Harrisburg.
DHS Accusations
On Wednesday, DHS accused Stelson’s campaign of employing an undocumented immigrant, Chimaobim Adedayo Igbojekwe, as a canvasser. Igbojekwe, who allegedly exposed himself in public, was arrested by the U.S. Immigration and Customs Enforcement (ICE) on October 1 after pleading guilty to disorderly conduct. ICE Deputy Director Charles Wall expressed disbelief at Stelson employing an undocumented individual with such charges.
A police report noted that Igbojekwe was waiting to distribute flyers for Stelson’s campaign, with flyers in hand at the time of his arrest. DHS stated that Igbojekwe was lawfully admitted to the U.S. in June 2017 but overstayed his visa in November 2019, and was granted deferred action in September 2021 by the Biden administration.
Stelson’s campaign denied any connection to Igbojekwe, stating he was not employed by them and expressing gratitude for law enforcement’s swift action. Campaign finance reports show no payments made to the individual.
Impact on the District Race
The race in Pennsylvania’s 10th Congressional District is pivotal, as it is now more competitive than in past decades. Democrats aim to regain control of the House of Representatives, with the district seen as a key pickup opportunity.
Political expert Daniel J. Mallinson highlighted the competitiveness of the race. Stelson narrowly lost to Perry by a single percentage point in the last election, and current conditions seem more favorable to her campaign.
Recent Polls and Predictions
Recent polling data shows Stelson with an advantage. A Franklin & Marshall College poll indicated a 3-point lead for Stelson, while a Normington, Petts & Associates survey showed her 6 points ahead among registered voters.
The Cook Political Report shifted the race from a toss-up to Lean Democratic, citing Stelson’s polling edge.
Challenges Facing Candidates
Key issues affecting district voters include affordability and data center developments. Stelson seeks to associate Perry with former President Trump, who currently holds low popularity. Meanwhile, Perry attempts to link Stelson to the Democratic Socialist wing.
The format of the DHS statement drew criticism, resembling an attack ad more than informational communication. Citizens for Responsibility and Ethics in Washington (CREW) filed a complaint, asserting the statement violates the Hatch Act.
Market and Political Dynamics
Prediction markets show a high chance of Stelson winning. Kalshi gives her a 73% probability, while Polymarket puts her odds at 81%. These markets reflect traders’ anticipations based on available political data.
The district, including Harrisburg and parts of Cumberland and York counties, has fluctuated between party affiliations. Redistricting has made the area more competitive, challenging Perry’s previous stronghold.
Future Considerations
The upcoming midterms will be crucial, as both Stelson and Perry continue campaigning to secure undecided voters. With the last day to register to vote being October 19 and mail-in or absentee ballot requests due by October 27, the race could influence control over the U.S. House.
