Chinese National Charged for Impersonation and Fraudulent Voting in 2024 Election

A Chinese national living in Massachusetts, Yupeng Sun, 33, from Andover, was arrested on Wednesday. He faces charges after allegedly impersonating another Chinese national to register and vote in the 2024 presidential election. According to federal prosecutors, he also reported the alleged victim to immigration authorities for illegal voting.

According to the U.S. Attorney’s Office for the District of Massachusetts, Sun is charged with one count of fraudulent voter registration and one count of fraudulent voting. The criminal complaint states that Sun admitted to federal investigators during a July interview that he registered the victim to vote and used the victim’s identity to cast a ballot.

“I tell you the truth, I register,” Sun reportedly told investigators when confronted with the victim’s voter registration information.

An anonymous tip included a screenshot of the victim’s voter registration status. This tip accused a Massachusetts permanent resident of illegal voting in the 2024 election. Investigators showed Sun a photograph of an early voting ballot envelope submitted at Malden City Hall on October 31, 2024. Sun allegedly responded, “I used his name to vote.” Voter records indicate that the ballot cast under the victim’s name was accepted for the 2024 election.

Sun previously rented a room from the victim’s family in Malden. Investigators accuse him of impersonating the victim and his wife in immigration documents, attempting to revoke their legal permanent resident status. Upon returning from an overseas trip in June 2024, the couple faced the confiscation of their green cards and were placed in removal proceedings. An immigration judge reinstated their status in January 2026 after credible testimony and forensic evidence showed they had not signed the documents.

Federal investigators claim Sun anonymously reported the victim to Homeland Security Investigations and U.S. Citizenship and Immigration Services for illegal voting. Sun allegedly confirmed his involvement during interviews with investigators.

“I went to post office and, uh, to report the father vote,” Sun allegedly said.

Sun entered the U.S. on a B-2 tourist visa in September 2020, expiring in March 2021. He has deferred action status based on a U-Visa application from February 2022. Each voter fraud charge carries a potential five-year prison sentence, three years of supervised release, and a $250,000 fine. Should Sun be convicted, he might face deportation after serving his sentence.

U.S. Attorney Leah Foley, along with Jeff Grimming, acting special agent in charge of Homeland Security Investigations in New England, announced the charges. The investigation saw assistance from the Lexington and Andover police departments. The allegations in the documents remain only accusations. Sun is presumed innocent unless proven guilty in a court of law.
