A recent case involves Evelyn Miller, a permanent resident from the Philippines in Pennsylvania, who admitted to illegal voting in the 2024 election shortly after registering. Federal prosecutors state that Miller, 37, from Emmaus, admitted guilt on September 16.
The U.S. Attorney’s Office for the Eastern District of Pennsylvania confirmed Miller’s legal resident status but emphasized that only citizens can vote in federal elections. Homeland Security Investigations (HSI) began probing Miller after tips about possible illegal voter registration in Lehigh County.
According to the Department of Homeland Security (DHS), Miller registered online on October 9, 2024, and voted in person on November 5. Investigations by HSI and the FBI took place at her home in July 2025, where she confirmed her online registration and in-person voting in Emmaus.
Markwayne Mullin, DHS Secretary, stated that Miller, despite being legally in the country since July 19, 2024, illegally voted in Pennsylvania that year. Mullin highlighted the importance of citizen verification for federal elections. HSI, with the Department of Justice, ensured Miller will face repercussions for undermining the election process, reaffirming elections are strictly for U.S. citizens.
As part of broader efforts, the Justice Department is tackling more 2024 election-related cases. On September 18, they announced charges against 16 individuals for illegal voting and associated election crimes in different states.
