Ukrainian President Volodymyr Zelensky recently highlighted a diplomatic strain with President Donald Trump, stemming from disagreements about the military use of Starlink. Zelensky accused Trump of claiming deception concerning negotiations with Elon Musk over Starlink’s deployment against Russian forces. This adds a new layer of complexity to their diplomatic relations.

Political Fallout in Ukraine

This situation coincides with political tension between Zelensky and former Defense Minister Mykhailo Fedorov. Fedorov’s resignation led to protests and calls for presidential elections, posing internal challenges to Zelensky’s leadership.

Though Zelensky did not directly accuse Fedorov of falsehoods, he suggested the Starlink misunderstanding was among the factors influencing recent political steps. Discussions between Kyiv and the U.S. regarding Starlink’s potential use over Russia continue.

Operational Challenges and Dynamics

The Financial Times reported that Ukraine seeks authorization for deploying Starlink-equipped drones against Russian ballistic missile units deep within Russia. During Fedorov’s tenure, restricting Russian access to Starlink was noted as a key achievement, reducing Moscow’s drone capabilities.

While SpaceX asserts it does not sell Starlink services to Russia, Ukrainian intelligence has noted widespread usage by Russian forces by early 2024. However, reports by Russian military bloggers in early 2025 indicated a loss of these services in some regions.

Fedorov initially appealed to Musk for Starlink aid at the conflict’s onset, leading to rapid deployment in Ukraine. He plans a U.S. visit, with potential discussions with Musk, although official meetings are not confirmed.
