The Pennsylvania State Capitol rotunda, as seen last year, symbolizes the focus of intense political battles that extend beyond high-profile congressional or gubernatorial races. Over 6,100 state legislature seats are contested, influencing laws concerning education, taxes, reproductive rights, crime, and social media access.
State governments, lawmakers, and governors impact our daily lives more than federal actions,
said John Kennedy, a political science professor from West Chester University, Pennsylvania.
Currently, Republicans control legislatures in 28 states, while Democrats hold power in 18. Four states operate under divided or power-sharing arrangements. Both parties are evaluating their chances to capture these legislative seats. National committees are supporting key races, with Democrats aiming to capitalize on President Trump’s unpopularity. The Democratic Legislative Campaign Committee identified strategic districts to target for gaining new majorities.
The Republican State Leadership Committee outlined their challenges in an April memo, focusing on maintaining their existing seats in an expected tough political climate for Republicans. Democrats are channeling significant funds into efforts to flip Republican-held chambers in states like Wisconsin, Michigan, Arizona, New Hampshire, Minnesota, and Pennsylvania. This would facilitate Democratic governors in advancing their policies and blocking Republican initiatives.
Elections for Pennsylvania’s Divided Legislature
In Pennsylvania, a potential shift could elevate Governor Josh Shapiro’s policy agenda. Currently, Democrats narrowly control the state House, while Republicans maintain a four-seat advantage in the Senate. Democrats have not experienced full control of the state’s executive and legislative branches in over 30 years, but this could change with close races in Philadelphia suburbs.
Shapiro is already planning for the first 30 days
in the event of a Democratic majority, focusing on policy initiatives like raising the minimum wage and codifying abortion rights into law. He also aims to build affordable housing and confront utility companies on rate hikes. Legal abortion in Pennsylvania would see reduced restrictions under a Democratic agenda, despite previous Republican opposition.
Republican Response to Shapiro’s Ambitions
Stacy Garrity, the Republican challenger, criticizes Shapiro for blaming a divided legislature as an excuse for inaction. She emphasizes the need for leadership and negotiation across party lines.
Redistricting and Legislative Control
Democrats are also working to curb Republican legislative power in other states, like New Hampshire, where they target control of the 400-member House to check Republican Governor Kelly Ayotte. This strategy counters Republican dominance established from the 2010 midterms, which leveraged redistricting to consolidate power. Legislatures might prioritize local redistricting after the mid-decade congressional redistricting ahead of the 2026 elections.
