Money meant for health insurance for underprivileged children ended up in political committees and the Republican Party of Florida. These funds ultimately targeted Amendment 3 in 2024, aiming to prevent the legalization of marijuana in Florida. The report concludes there’s insufficient evidence for criminal charges against any individuals.
The report identified the attorney general, James Uthmeier, as a key figure in the transfer of funds. Testimonies revealed his involvement in directing the money once it reached Hope Florida.
Ashley Moody’s Role
The report notes Ashley Moody, attorney general at the time, was aware of the plans and authorized her deputy, John Guard, to sign the agreement. Guard expressed concerns about the arrangement, emphasizing it bypassed the legislature’s spending authority.
Guard later testified he only learned of the money’s rerouting to political action committees following the settlement from watching appropriations proceedings or through other inquiries.
Settlement History
The settlement stems from Centene’s overbilling, with Florida initially entitled to $67 million. Instead, only $57 million was allocated to the state, with $10 million directed to Hope Florida, doubling the initial proposed amount without explanation.
Centene’s lawyers demanded explicit acknowledgment from the state attorney general regarding the diversion, which Moody sought to avoid.
