France and Germany are aiming to reduce their dependence on American and Chinese technologies, focusing on critical areas like artificial intelligence (AI). Recently, Sébastien Lecornu, the French Prime Minister, announced plans for France to replace Zoom with a French-developed alternative.
The French government intends to swap American videoconference platforms for locally-developed options. Germany is similarly developing its own AI platform, and companies in both nations are collaborating to create A.I. chips that compete with those from the United States and China.
These steps mark Europe’s attempt to bridge the gap with digital giants in the battle for technological independence. European leaders fear relying heavily on overseas technologies could lead to sudden losses of access, as experienced after President Trump’s decision to restrict access to certain AI models by Anthropic.
Europe thinks achieving complete digital independence quickly is unrealistic.
Industry leaders, public officials, entrepreneurs, and economists agree that Europe cannot easily wean itself off tech dependence. Instead, political and business leaders are considering where to focus digital efforts for partial autonomy.
Anne Le Hénanff, France’s Minister for Artificial Intelligence and Digital Affairs, highlighted:
“One hundred percent autonomy in digital services is not at this stage something that is feasible,” she stated. “We just need to decide what we don’t want to be dependent on.”
European consumers and businesses depend largely on American and Chinese technology for many digital activities, including social media, security systems, and AI. They store data with American firms like Amazon, despite concerns over softer data protection regulations compared to Europe’s standards. Multinational companies based in Europe, such as Mercedes-Benz, develop crucial new technologies in Chinese laboratories.
The path to digital autonomy is challenging. Yet, these developments signal a critical shift as Europe’s leaders strive toward greater control over technological resources.
