A real estate agent from California was taken into custody at Los Angeles International Airport. She was accused of conducting espionage for Beijing. Wanying Zhang, also known as “Heather,” is alleged to have photographed and recorded the family of a Taiwanese official in the Seattle area. This arrest was confirmed by federal authorities.
According to a statement by the First Assistant U.S. Attorney Bill Essayli, the Federal Bureau of Investigation (FBI) agents from Los Angeles arrested Zhang as she attempted to fly to China. She faces charges of acting as an unregistered agent for the People’s Republic of China.
Details of the Allegations
As per the criminal complaint, Zhang reportedly traveled to Seattle in 2025. Under the guidance of Chinese officials, she gathered photos, videos, and information about vehicle license plates. She allegedly coordinated this mission with an associate, utilizing counter-surveillance techniques to avoid detection by American authorities.
Bill Essayli discussed the case on “The Big Weekend Show.” He mentioned that Zhang is a naturalized U.S. citizen. The target of her alleged surveillance was a relative of Taiwan’s President, according to Essayli.
An FBI official warned that foreign adversaries should note that America is not a sanctuary for espionage.
Surveillance Activities
The affidavit states that Zhang, along with an associate, flew from Las Vegas to Seattle in September 2025. They rented a black Nissan Rogue and parked near the family’s residence. When the target arrived, a neighbor’s security footage showed them taking photos or recordings. Zhang allegedly instructed her partner to share surveillance images via AirDrop to avoid detection.
This behavior aligns with suspicions of espionage activities coordinated from abroad. Information about the family of a top Taiwanese official could be strategically valuable to China in tense political situations.
Ongoing Legal Proceedings
Zhang’s arrest aligns with other recent cases of Chinese nationals being charged with similar espionage activities on U.S. soil. Essayli emphasized that foreign influence and espionage threats are prevalent across the United States, not limited to California. Zhang’s case highlights the ongoing challenges of international espionage.
Zhang is scheduled to face federal court in Los Angeles. Legal protocols will follow, with a presumption of innocence until guilt is proven. This case emerges shortly after another case involving a former mayor facing charges for acting as a Chinese agent.
