Barcelona’s Tax Increase Proposal

Barcelona, one of Europe’s most popular tourist destinations, is implementing a new tax policy aimed at controlling the number of short-stay visitors. The city’s mayor, Jaume Collboni, is advocating for a substantial tax increase for cruise passengers.

Mayor Collboni has proposed raising the cruise passenger tax to $9.30 (8 euros) per night, doubling the current rate of $4.65 (4 euros). This development follows a previous decision by the city council to gradually increase this tax over the next four years.

Reasons Behind the Tax Increase

“I want to discourage the arrival of cruise passengers,” said Mayor Collboni, as reported by El País.

Collboni aims to reduce the number of cruise passengers who briefly visit Barcelona, preferring tourism that benefits the city rather than overwhelms it. He is prioritizing business visitors and quality tourism over mass tourism.

The proposed tax increase forms part of a broader strategy to address overtourism. In 2024, Barcelona’s city council plans to reduce cruise terminals from seven to five to limit arrivals further.

Additional Measures to Address Overtourism

Barcelona’s efforts to combat overtourism include significant changes to existing tax structures. In March of this year, the visitor tax nearly doubled, placing it among the highest in Europe.

The hotel guest tax now ranges from $10 to $17 per person per night. Similarly, taxes on holiday rentals have risen to approximately $14 per night.

An anti-tourism demonstration has highlighted the city’s struggle with mass tourism. Protesters have previously closed hotel establishments and other tourist venues to draw attention to the negative impacts of tourism. These actions particularly focus on neighborhoods like Barceloneta that are heavily affected.

Mayor Collboni’s Future Plans

Mayor Collboni announced his intention to run for re-election in May 2027, aiming for a left-wing majority in government. He aspires to transform Barcelona into a city that resists the far right.

This tax increase proposal is indicative of broader efforts by city officials to create more sustainable tourism practices and maintain the cultural heritage and quality of life in Barcelona.
