Growing GPS Jamming Concerns in Aviation

Federal investigators report that a deadly air ambulance crash in New Mexico occurred after the crew lost GPS navigation during a U.S. military jamming exercise. This raises questions about civilian aviation’s readiness for electronic warfare challenges.

Investigating the Incident

The National Transportation Safety Board’s (NTSB) preliminary findings reveal that the Beech King Air crew lost GPS capability shortly after leaving Roswell, New Mexico, on May 14. At the time, the military was conducting a planned GPS-denial exercise. Air traffic controllers twice asked for a halt to the jamming while assisting the flight. However, it remains unclear if this interference contributed to the crash.

The aircraft took off just before midnight on a flight to Ruidoso, New Mexico. Prior to the flight, the Federal Aviation Administration (FAA) had issued a notice warning of potential GPS disruptions due to a military exercise in the White Sands Missile Range area.

After the loss of GPS, the pilots requested help from air traffic controllers, who twice asked the military to pause the jamming exercise. Three other aircraft also reported GPS outages in the area. The crew later reported seeing the airport and requested a visual approach. The military resumed the exercise and the aircraft descended toward the runway but collided with the Capitan Mountains, resulting in the deaths of both pilots and two flight nurses.

Rising GPS Interference Concerns

Aviation authorities worldwide acknowledge that GPS interference is an increasing safety hazard. The FAA now advises pilots to be ready to fly without GPS due to heightened concerns over jamming. The U.N.’s aviation body has also warned of widespread interference effects beyond conflict zones.

By 2026, guidance indicates that jamming and spoofing hazards have ‘rapidly spread’ in recent years. Industry data shows a 65% rise in GPS loss reports in the first half of 2024 compared to the previous year. Interference can lead pilots off course, misreport their positions, and challenge their situational awareness.

Technology and Safety Standards

Todd Humphreys, from the University of Texas’ Radionavigation Laboratory, suggests the crash highlights outdated navigation technology in civilian aircraft amid evolving jamming threats. FAA-certified cockpit GPS receivers often lag behind newer, commercially available systems.

“The pilot’s iPhone likely had a better GPS receiver than the FAA-certified navigation device,” Humphreys stated.

Military systems for electronic warfare are designed to jam satellite navigation over large areas. In New Mexico’s exercise, GPS disruptions were expected across hundreds of miles. Newer GPS technology has improved against interference, but aviation certification hasn’t kept pace.

International aviation bodies echo these concerns, noting the impact of jamming incidents on aircraft in wide regions. Retrofitting aviation technology can slow modernization efforts.

Aviation’s Safety Challenges

Paul Deres from the Aircraft Owners and Pilots Association stresses pilot readiness and skill as critical, given that technology can fail. The current fleet comprises a mix of avionics from different eras, complicating situational awareness.

European aviation regulators have revised pilot and controller guidance due to increased jamming. However, in the U.S., such interferences are mainly linked to military testing, not routine commercial flight operations.

Despite the New Mexico crash investigation ongoing, it shows how quickly situations can transform when GPS failure occurs. While drones proliferate, GPS jamming as countermeasures will grow. Improving aviation systems is key to maintaining flight safety.

“State actors recognize GPS jamming as a method to counter drones,” Humphreys noted. “Aviation must rapidly enhance systems to ensure flight safety.”
