The proposal also allows President Trump certain waivers via a ‘national interest certification’ and targets Russia’s ‘shadow fleet’ for energy export measures.
Passing this legislation would affirm Graham’s devotion to national service, as noted by friends like Rep. William Timmons, who recalls Graham’s dedication to public service and personal connections.
